Abstract

Zusammenfassung In der „Bestandsaufnahme Fachkräftemangel“ kritisiert der österreichische Rechnungshof, dass eine umfassende Gesamtstrategie zu seiner Bekämpfung fehle. Er empfiehlt, den Schwerpunkt auf die Integration bereits im Land legal aufhältiger Migrant:innen – worunter auch Asylberechtigte und subsidiär Schutzberechtigte zu subsumieren sind – zu legen und gezielt deren Integration in den Arbeitsmarkt zu verbessern. Es sollen Maßnahmen ausgearbeitet werden, die auf förderliche und hinderliche Faktoren der Integration Rücksicht nehmen sowie die Bedürfnisse der betroffenen Personengruppen gezielt in den Blick nehmen (Rechnungshof, 2024). Der Österreichische Gewerkschaftsbund (ÖGB) wiederum fordert in seiner Fachkräftestrategie einen erleichterten Zugang zu Deutschkursen und raschere Anerkennung von im Ausland erworbenen Qualifikationen (Kasper, 2024). Damit artikulieren das unabhängige Organ der externen öffentlichen Finanzkontrolle und die österreichischen Gewerkschaften die notwendigen Eckpunkte eines erfolgreichen Integrationsansatzes auf nationaler wie europäischer Ebene: (a) zielgruppengerecht statt „one size fits all“, (b) Empirie‐geleitet anhand nachweislich förderlicher Faktoren und (c) chancenorientiert durch das Schaffen von Zugängen.
