Abstract

Zusammenfassung Seit Jahren besteht ein ernstzunehmender und stetig wachsender Mangel an Personal unterschiedlichster Qualifikationsstufen und Branchen, der durch die Coronavirus‐Pandemie, den Krieg in der Ukraine und weiterhin rückläufige Geburtenraten in Industrienationen noch verschärft wurde. Als „Arbeitskräftemangel“ bezeichnet man das Fehlen von Arbeitskräften aller Art, einschließlich Personen ohne abgeschlossene oder passende berufliche Bildung. „Fachkräftemangel“ dagegen bezieht sich auf das Fehlen von Arbeitskräften mit Qualifikation(en), also Personen, die über einen erfolgreichen Abschluss verfügen (Bosch, 2011). In der Praxis jedoch sind die Grenzen zwischen (hoch) qualifiziert und nicht qualifiziert fließend (siehe unten), bzw. ist der Bedarf nach nicht‐akademisch gebildeten Kräften deutlich höher. Österreichs Unternehmenslandschaft sucht dringend nach Arbeitskräften auch und gerade im niedrig‐qualifizierten Bereich. Besonders betroffen sind Gastronomie, Beherbergung und Tourismus, Kranken‐ und Altenpflege sowie zahlreiche Handwerkstätigkeiten, darunter Schwarzdecker:innen (Bauwerksabdichter:innen), Landmaschinenbauer:innen, Techniker:innen für Starkstromtechnik, Pflasterer:innen und Betonbauer:innen (siehe die regelmäßig aktualisierte bundesweite Mangelberufsliste [Migration, 2025]).
