Abstract

Zusammenfassung Die Gestaltung zukunftsfähiger Kommunen gehört zu den zentralen gesellschaftlichen Herausforderungen unserer Zeit. Ob Klimawandel, demografischer Wandel oder Digitalisierung – deutsche Kommunen stehen vor tiefgreifenden Transformationsaufgaben, die erhebliche finanzielle Ressourcen erfordern. Aber auch der wachsende Verfall der Infrastruktur oder der steigende Fachkräftebedarf sind äußerst erstzunehmende Probleme, die den Staat teilweise an die Grenzen seiner Handlungsfähigkeit kommen lassen. In diesem Spannungsfeld zwischen wachsenden Anforderungen und strukturell begrenzten kommunalen Mitteln kommt dem Fördermittelmanagement eine Schlüsselrolle zu und kann zu einem strategischen Instrument aktiver Gestaltung kommunaler Zukunft ausgebaut werden.
