Abstract

Zusammenfassung Dieses Kapitel widmet sich folgenden Fragen: Wie hängen Wohlstand, Arbeit und Einkommen in einer Wirtschaftsordnung als Sozialer Marktwirtschaft zusammen? Wie kann eine freiheitliche Ordnung Initiative weckende Rahmenbedingungen schaffen? Kann ein Steuersystem, das statt den Leistungsbeitrag die Leistungsentnahme – den Konsum – besteuert, dazu beitragen? Zumal die Umsatz- bzw. Mehrwertsteuer seit ihrer Einführung als eine reine Ausgabensteuer zwar von den Unternehmen erhoben, letztlich aber von den Endverbrauchern getragen wird. Welche Argumente sprechen für eine schrittweise Erhöhung der Mehrwertsteuer und ein Senken aller anderen Steuern? Wie hängt die Frage eines garantierten Mindesteinkommen als konstitutionellen Anrechts (Dahrendorf) bzw. eines bedingungslosen Grundeinkommens damit zusammen?
