Abstract

Zusammenfassung Der hlb als der Berufsverband der etwa 22.500 Professorinnen und Professoren an den 245 deutschen Hochschulen für angewandte Wissenschaften (HAW) befürchtet den Verlust der Funktionsfähigkeit der HAW, wenn die Hochschul- und Wissenschaftsbürokratie nicht schnell, umfassend und nachhaltig zurückgebaut wird. Um dieses Ziel zu erreichen, hat eine hlb-Arbeitsgruppe (AG) Bürokratieabbau mit über 70 beteiligten Hochschullehrerinnen und -lehrern 2024/2025 Hinweise auf bürokratische Missstände zusammengetragen, anschließend nach dem Muster „Problem – Verursacher – Lösung“ redaktionell bearbeitet und in 17 Themenfelder geordnet. Ziel war dabei nicht, einzelne Verantwortliche für bürokratische Überlast „an den Pranger zu stellen“, sondern insbesondere für Ministerial- und Hochschulverwaltungen Ansatzpunkte für ebenso notwendige wie praktikable Bürokratieverzichte aufzuzeigen. Ein bedenklicher „Beifang“ der hlb-AG Bürokratieabbau ist die Erkenntnis, dass ein nennenswerter Prozentsatz der beteiligten Professorinnen und Professoren die Befürchtung äußert, von ihren Hochschulleitungen oder -verwaltungen sanktioniert zu werden, wenn ihre AG-Mitarbeit bekannt würde.
