Abstract

Zusammenfassung Die Beschaffung von Rüstungsgütern umfasst weit mehr Aspekte als die eigentliche Vergabe eines Auftrags an einen Lieferanten. Dies betrifft insbesondere das Ineinandergreifen von Planung und Beschaffung sowie der Finanzierung. Die Interaktion zwischen diesen Themen ist bestimmt durch vielfältige Risiken und Unsicherheiten insbesondere in der Kalkulation der Kosten. Weil Projekte aber zeitlich und inhaltlich wechselseitig voneinander abhängen und ihre Realisierung natürlich von verfügbaren Finanzmitteln abhängt, führt jede Veränderung der Kostenprognose oder der Kostenkalkulation zu veränderten Planungs- und Beschaffungsspielräumen in einem oder in mehreren Beschaffungsvorhaben. Dieser Beitrag greift diese Problematik auf und stellt das Lebenszykluskostenmanagement als Instrument vor, welches helfen kann, die unterschiedlichen Teilaufgaben zu verbinden. Hierzu stellt der Beitrag in gebotener Kürze einige Grundlagen zum Planungsprozess sowie zur projektbezogenen Bedarfsdeckung und Nutzung der Bundeswehr vor.
