Abstract

Zusammenfassung Die Digital Public Balanced Scorecard (DPBSC) stellt eine systematisch angepasste Weiterentwicklung der klassischen Balanced Scorecard dar, um die komplexen und spezifischen Steuerungsanforderungen der Verwaltungsdigitalisierung im öffentlichen Sektor zu bewältigen. Sie verbindet die bereits der BSC innewohnende strategische Klarheit mit Aspekten operativer Umsetzbarkeit und ermöglicht die institutionalisierte Steuerung digitaler Transformationsprozesse entlang differenzierter Perspektiven. Durch ihre horizontale und vertikale Integrationsfähigkeit eignet sie sich zur Anwendung auf allen Verwaltungsebenen und adressiert zugleich zentrale Defizite politischer Digitalstrategien, etwa das Fehlen konsistenter Zielsysteme. Die DPBSC bildet auch weitere digitalisierungsrelevante Faktoren systematisch ab und schafft damit den Brückenschlag zwischen Steuerungslogik und Verwaltungsmodernisierung. Ihr adaptives Potenzial erlaubt den Einsatz in verschiedenen staatlichen Kontexten und fördert die strategische Kohärenz über föderale und sektorale Grenzen hinweg. Als lernfähiges, dynamikrobustes Instrument unterstützt sie eine langfristig ausgerichtete, evidenzbasierte und bürgerzentrierte Steuerung digitaler Verwaltungsprozesse.
