Abstract

Zusammenfassung Mit den ökonomischen, ökologischen und sozialen Herausforderungen der globalen Gesellschaft sieht man sich auch in Deutschland konfrontiert. Klimaneutralität und soziale Gerechtigkeit liegen dabei maßgeblich im Fokus wirtschaftspolitischer Entscheidungen. Zur Erreichung dieser Ziele bedarf es einer nachhaltigen Transformation aller gesellschaftlichen Bereiche durch umfängliche Kapitalinvestitionen. Erhebliches Potenzial findet sich dabei unter anderem in den Kommunen wieder, die einen zentralen Bestandteil des öffentlichen Sektors darstellen. Folglich sehen sich diese jedoch mit einem steigenden Kapital- bzw. Finanzierungsbedarf konfrontiert. Vor diesem Hintergrund untersucht dieses Kapitel anhand des Praxisbeispiels der Stadt Münster, ob zweckgebundene kapitalmarktbasierte Finanzierungsinstrumente eine sinnvolle Ergänzung zu klassischen Finanzierungformen darstellen, um einen Teil des Kapitalbedarfs zu decken und somit die nachhaltige Transformation auf Kommunalebene befähigen.
