Abstract

Zusammenfassung Das folgende Kapitel stellt die wichtigsten Maßnahmen der Ciolo?-Reform 2013 für die GAP-Förderperiode 2014?2020 vor. Die Reform setzte auf eine umfassende Flexibilisierung von GAP-Maßnahmen, die den Mitgliedstaaten (MS) erhebliche Freiheitsgrade für die Umsetzung der Reform einräumte. Das Ziel der Reform bestand darin, die GAP grüner und fairer zu gestalten. Die erste zentrale Maßnahme bestand in der Einführung des Greenings der Direktzahlungen, bei dem die Betriebe für 30 % der Direktzahlungen drei Kriterien (Anbaudiversifizierung, Grünlanderhalt und Ökologische Vorrangfläche) einhalten mussten. Die zweite zentrale Maßnahme der Reform war die Umverteilung von GAP-Zahlungen, bestehend 1) aus der Umverteilung der Direktzahlungen zwischen verschiedenen Betriebsgrößen (Kappung, Degression und höhere Prämien für die ersten Hektare), 2) der Angleichung der Höhe der Direktzahlungen in verschiedenen Regionen eines Mitgliedstaates (interne Konvergenz) und 3) der Angleichung der Höhe der Direktzahlungen zwischen den einzelnen Mitgliedstaaten (externe Konvergenz). Die Analyse der Maßnahmen zeigt, dass die Wirksamkeit der Umverteilung zwischen den Betriebsgrößen hinter den selbst gesteckten Erwartungen zurückblieb.
