Die Fischler-Reform und der Gesundheitscheck

Abstract

Zusammenfassung Mit der Fischler-Reform von 2003 wurden die Direktzahlungen von der Produktion entkoppelt. Mitgliedstaaten konnten die Entkopplung entweder nach dem historischen Modell, dem Regionalmodell oder einem Mix aus beiden Modellen organisieren. Aufgrund von Ausnahmen wurden bei vielen Produktionszweigen teilgekoppelte Zahlungen gewährt. Mit der Reform wurden der Europäische Garantiefonds für Landwirtschaft (EGFL) für die 1. Säule und der Europäische Landwirtschaftsfonds für die Entwicklung ländlicher Räume (ELER) für die 2. Säule gegründet. Durch Umschichtungen wurde die 2. Säule gestärkt und die Agrarumweltmaßnahmen wurden ausgebaut. Mit der Gesundheitscheck-Reform wurde 2009 eine Vertiefung der Fischler-Reform beschlossen. Die Entkopplung wurde fortgesetzt. Für spezielle Sektoren (Milch, Rindfleisch, Schaf- und Ziegenfleisch sowie Reis) gab es die Option der gekoppelten Zahlungen, die Ausnahmen wurden jedoch deutlich reduziert. Es wurde der Ausstieg aus der MilchquoteMilchquote 2015 und eine Kürzung von Prämien über 5000 EUR je Betrieb (Modulation) beschlossen, die Gelder kamen der 2. Säule zu Gute. Die Stilllegung wurde beendet.
