Abstract

Zusammenfassung Die Gründung der Gemeinsamen Agrarpolitik (GAP) 1957 war das Ergebnis einer längeren Vorbereitungsphase, in der seit 1950 über einen gemeinsamen Markt für Agrarprodukte verhandelt wurde. Die Agrarpolitik in Europa war zu Beginn der 1950er Jahre von Nahrungsmittelknappheit und dem Ziel einer besseren Versorgung geprägt. Gleichzeitig gab es eine Tradition der Agrarprotektion in Europa. Nach Gründung der Montanunion 1951 wurde von den sechs Gründungsstaaten sowie Großbritannien auch über eine Agrarunion (‚pool vert‘) verhandelt, allerdings kamen diese Verhandlungen wie auch die anderen Einigungsbemühungen 1954 kurz zum Stillstand. Im Zuge der Verhandlungen der Spaak-Kommission 1955/56 um einen gemeinsamen Binnenmarkt wurde ein gemeinsamer Markt für Agrarprodukte mit einer gemeinsamen Agrarpolitik ausgehandelt. Eine kurze Phase der außenpolitischen Stabilität führte am 28. März 1957 zum Abschluss der Verträge von Rom, die die Gründung der Europäischen Wirtschaftsgemeinschaft (EWG) und der Gemeinsamen Agrarpolitik (GAP) vorsahen. Die GAP griff in ihren Zielen die agrarpolitischen Motive der 1950er auf und setzte in ihren Instrumenten die protektionistischen, nationalen Agrarpolitiken der Gründerstaaten fort.
