Abstract

Zusammenfassung Die Sustainable Development Goals (SDGs) der Agenda 2030 der Vereinten Nationen sind ein Meisterstück des Multilateralismus. Ein globales Zielsystem, das einen Rahmen für die notwendige sozial-ökologische Transformation bietet und langfristig über alle politischen Ebenen hinweg seine Wirkung entfalten wird. Der Weg der Agenda 2030 führt über die Agenda 21 der Konferenz für Umwelt und Entwicklung in Rio de Janeiro im Jahre 1992 und den Millennium Development Goals, aber erst die SDGs hatten die Kraft, durch ihren holistischen Ansatz und der inhärenten Universalität der Ziele die Schlagkraft zu entwickeln, als Katalysator kommunaler Nachhaltigkeitsprozesse ihre Wirkung zu entfalten. Eine Verstärkung dieser Funktion kann zudem über den „Pact for the future“ der Vereinten Nationen erwartet werden, der nochmals die Dringlichkeit eines Ordnungsrahmens und die Einbindung von Zivilgesellschaft, Wirtschaft, Wissenschaft und Kommunen in multilateralen Aushandlungsprozessen betont und künftig noch stärker anstrebt (vgl. HLAB, 2023).
