Abstract

Zusammenfassung Städte und Gemeinden spielen angesichts des aktuell laufenden Transformationsgeschehens eine entscheidende Rolle bei der Bewältigung der großen Herausforderungen unserer Zeit. Im Gegensatz zu den übergeordneten staatlichen Ebenen sind sie ganz nah an der Lebenswirklichkeit der Menschen. Dadurch haben sie die Chance, durch eine integrierte und nachhaltige Stadtentwicklung den notwendigen kommunalen Transformationsprozess zur Aufrechterhaltung der Daseinsvorsorge auch unter schwierigen Rahmenbedingungen zu gestalten. Ziel ist, unsere gemeinwohlorientierten Kommunen resilienter zu machen und so in ihrer Existenz zu sichern. Damit dies gelingen kann, braucht es Rathäuser, die wichtige Fragestellungen im Trialog zwischen Stadtgesellschaft, Gemeinderat und Verwaltung partizipativ angehen und ein kommunales Zukunftsprogramm in Form eines Integrierten Nachhaltigen Stadtentwicklungskonzepts (INSEK) entwerfen. Als logische Folge werden sie ihre Organisationsstruktur und Führungs-/Beziehungskultur auf diese komplexen und drängenden Aufgaben ausrichten (müssen).
