Abstract

Zusammenfassung Wir neigen dazu, an gewohnten Abläufen und vertrauten Verhaltensweisen festzuhalten, auch wenn Veränderungen für uns besser wären. Diese Status-Quo-Orientierung erschwert notwendige Erneuerungen und begünstigt das Verharren im Bekannten. Zu beobachten ist dabei, dass politische Akteure oft versuchen, mit klassischen Steuerungsinstrumenten wie Geboten, Verboten und finanziellen Anreizen Veränderungen einzuleiten – das ist nicht immer der richtige und nicht immer der bessere Weg. Mit welchen Ansätzen und Instrumenten auf kommunaler Ebene den Herausforderungen einer nachhaltigen Politik begegnet werden kann und welche Rolle die Transformation spielt, ist Gegenstand dieses Beitrags.
