Die CO2-Bepreisung in Deutschland und der Übergang zum Nationalen Emissionshandel und zum ETS II

Abstract

Zusammenfassung Deutschland hat 2021 den nationalen Emissionshandel (nETS) eingeführt, um CO2-Emissionen auch im Gebäude und Verkehrssektor wirksam einzupreisen. Zunächst als CO2-Steuersystem mit Festpreisen gestartet, soll der nETS 2026 in ein Cap-and-Trade-System mit einem Preiskorridor von 55–65 €/t CO2 übergehen. Auf Basis eines Upstream-Ansatzes wird die CO2-Bepreisung über die Inverkehrbringer fossiler Brennstoffe an Endverbraucher:innen weitergereicht, was die Umsetzung vereinfacht. Der schrittweise Übergang erleichtert die wirtschaftliche Anpassung und bereitet die Integration in das europäische Handelssystem EU-ETS II ab 2027 bzw. 2028 vor.
