Abstract

Zusammenfassung Der Klima-Sozialfonds ist ein zentrales EU-Instrument zur Abfederung der sozialen Folgen des neuen Emissionshandelssystems (EU-ETS II) und verfügt über ein Gesamtvolumen von 86,7 Mrd. €, das aus Zertifikatsverkäufen und nationalen Mitteln stammt. Er unterstützt einkommensschwache Haushalte, Kleinstunternehmen und Verkehrsnutzer:innen, die unter Energie- und Mobilitätsarmut leiden – in Deutschland betrifft dies laut Umweltbundesamt rund 2,3 Mio. Menschen im Bereich Wärme und 0,7 Mio. im Bereich Mobilität. Die Umsetzung erfolgt über nationale Klima-Sozialpläne mit dem Ziel, einen gerechten Übergang zur Klimaneutralität zu ermöglichen, soziale Ungleichheiten zu verringern und die gesellschaftliche Teilhabe durch bezahlbare Energie- und Mobilitätsangebote zu sichern.
