Abstract

Zusammenfassung Das 2005 eingeführte EU-Emissionshandelssystem (EU-ETS) ist das weltweit erste grenzüberschreitende marktwirtschaftliche Instrument zur Reduzierung von Treibhausgasen. Es ist ein zentrales Instrument zur Dekarbonisierung der Industrie- und Energiesektoren, das in vier Phasen eingeführt wurde, die wir in diesem Kapitel vorstellen. Das System basiert auf der Ausgabe und dem Handel von CO2-Zertifikaten, die eine bestimmte Menge an Emissionen erlauben. Betreiber müssen jährlich ihre Emissionen melden und entsprechende Zertifikate abgeben oder erwerben. Die Nichteinhaltung führt zu Sanktionen.
