Abstract

Zusammenfassung Mit dem Start des Europäischen Emissionshandelssystems (EU-ETS) im Jahr 2005 wurde erstmals ein völkerrechtlich bindender Rahmen zur Begrenzung von Treibhausgasemissionen geschaffen. Das EU-ETS adressiert ein zentrales Marktversagen, indem es die bisher nicht bepreisten externen Kosten fossiler Energieträger – etwa durch Klimaschäden oder Gesundheitsfolgen – über CO2-Bepreisung internalisiert. Als marktbasierter Steuerungsmechanismus setzt das EU-ETS Anreize für klimafreundliche Innovationen und gilt heute als zentrales Instrument der EU-Klimapolitik. Mit der Ausweitung auf Verkehr und Gebäude (EU-ETS II) wird seine Rolle weiter gestärkt und eingebettet in eine umfassende CO2-Bepreisungsarchitektur mit Blick auf die Klimaziele 2040 und 2050.
