Abstract

Zusammenfassung Die EU wurde von der COVID-19-Pandemie in einem Zeitpunkt getroffen, als sie gerade noch in der Bewältigung der Vorgängerkrisen verfangen war und eine neue Kommission ihre Pläne in Umsetzung bringen wollte. Im Unterschied zur Finanzkrise, die von wirtschaftlichen Ungleichgewichten ausgelöst wurde, waren Ungleichgewichte nun eine Folge der Krise. Im Vergleich zur Flüchtlingskrise, deren Bedrohung man in Zahlen erfassen konnte, bestand nun die Gefahr eines Kollapses des Gesundheitssystems. Zur Begrenzung der wirtschaftlichen Schäden der Pandemie waren auf nationaler und EU-Ebene enorme Mittel aufzuwenden, um Wachstum anzuregen, Arbeitslosigkeit einzudämmen und Verteilungsprobleme zu begrenzen. Insgesamt hat die Coronakrise den Wert der EU sowohl bei der Koordination der Gesundheitspolitik als auch der Finanzierung von Hilfsprogrammen hervorgehoben.
