Abstract

Zusammenfassung Die entscheidenden Anstöße für den Aufstieg der Einkommensteuer ergaben sich auf der Basis der liberalen Ideologie aus den großen Umwälzungen des 18. und 19. Jahrhunderts. In Artikel 13 der französischen Revolutionsverfassung vom 3. September 1791 wurden die ständischen Privilegien beseitigt und das Prinzip der Allgemeinheit und Gleichmäßigkeit der Besteuerung zum Ausdruck gebracht: „Für den Unterhalt der öffentlichen Gewalt und für die Aufgaben der Verwaltung ist eine allgemeine Steuer vonnöten. Sie ist gleichmäßig auf alle Bürger zu verteilen nach Maßgabe ihrer Vermögen.“
