Abstract

Zusammenfassung Aus dem Trend zur Digitalisierung ergibt sich die Überlegung, staatliches Geld in digitaler Form für die Allgemeinheit anzubieten. Die Europäische Zentralbank plant, neben Bargeld einen digitalen Euro für jedermann als weitere Form von Zentralbankgeld herauszugeben. Die Argumente für diesen Schritt erscheinen bei näherer Betrachtung nicht überzeugend. Die inzwischen bekannt gewordenen Gestaltungsmerkmale des digitalen Euro lassen die Frage offen, welchen Mehrwert er gegenüber den heutigen Massenzahlungsinstrumenten haben soll. Der bisher eingeschlagene Weg der Europäischen Zentralbank, alle relevanten Stakeholder in alle Phasen des Projekts „Digitaler Euro“ einzubinden und die Erfolgsbedingungen für einen digitalen Euro sorgfältig herauszuarbeiten, ist zu begrüßen. Größere technische Pannen oder eine mangelnde Akzeptanz des digitalen Euro durch die Verbraucher könnten die Reputation und Glaubwürdigkeit der Europäischen Zentralbank und damit auch das Vertrauen in den Euro beschädigen.
