Abstract

Zusammenfassung Der Artikel soll zu mehr Bewusstsein der Bedeutung von Nutzerfreundlichkeit bei den Verantwortlichen der Bereitstellung von Online-Verwaltungsdiensten führen. Zum einen werden die grundsätzliche Ausrichtung von Verwaltungsdienstleistungen durch das Prinzip der „offenen Demokratie“ erklärt und die daraus denkbaren Initiativen durch freiwilliges Engagement erläutert. Es muss eine Verbindung zwischen analoger und digitaler Dienstleistungswelt geschaffen werden, um einer vielfältigen Nachfragegesellschaft ganzheitlich gerecht zu werden. Gleichzeitig wird vorgestellt, wann Verhaltensbausteine der analogen Welt auch in einer digitalen Umgebung sinnvoll und gewinnbringend sein können. Hier gilt es, sich intern jeweils durch Service Levels vorzubereiten, um die Qualität langfristig zu garantieren. Daher ist eine konzeptionelle Ausarbeitung des Modells des Service Designs für jede Serviceeinheit ein sinnvoller Ansatz, um Massenprozesse vor Ort effizient umzusetzen. Der Ansatz in der Designlogik ist sicherlich ein nicht-disziplinäres Element der Verwaltungswissenschaften, scheint aber auch auf die Entwicklung digitaler Dienste im öffentlichen Sektor übertragbar zu sein. Anhand mehrerer Entwicklungsschritte werden konkrete Beispiele für die Implementierung von Online-Diensten vorgestellt, um den Mehrwert eines serviceorientierten Ansatzes bei der Planung und Umsetzung von Digitalisierungsprojekten zu verdeutlichen.
