Abstract

Zusammenfassung Seit Anfang der 2000er Jahre gibt es im deutschsprachigen Raum Ansätze zur Einführung eines strategischen Managements in öffentlichen Institutionen. Dieses sollte die Handlungsfähigkeit der Behörden in Bezug auf sich verändernde interne und externe Rahmenbedingungen verbessern und auch die Erwartungshaltungen relevanter Anspruchsgruppen stärker berücksichtigen. Auch für das strategische Management von Kommunikationsprozessen im behördlichen Umfeld erscheint ein Modell, welches aus den Elementen Situationsanalyse, Zielformulierung, Maßnahmenplanung und operative Umsetzung sowie Erfolgskontrolle besteht, geeignet. Auf dieses Modell gehen wir in diesem Kapitel detailliert ein.
