Abstract

Zusammenfassung Krankenhäuser müssen aufgrund ihres staatlichen Versorgungsauftrags legitimerweise mit öffentlichen Fördermitteln ausgestattet werden. Darin spiegelt sich der staatliche Sicherstellungsauftrag gemäß des Sozialstaatsprinzips wider. Primär fällt unter diese Regelung die Investitionskostenfinanzierung der Länder. Zwar dient diese in erster Linie der öffentlichen Daseinsvorsorge, indirekt ist sie jedoch zugleich regionale Wirtschaftsförderung. Denn Krankenhäuser sind ein mächtiger Wirtschaftsfaktor. Vor diesem Hintergrund stellen die nach herkömmlicher Auffassung unzureichend bereitgestellten öffentlichen Krankenhausinvestitionen für die wirtschaftliche Entwicklung und Potenz einer Region einen limitierenden Faktor dar. Welche rechtlichen Rahmenbedingungen für die Investitionskostenfinanzierung in NRW gelten, wie sie umgesetzt werden und welche staatlichen Maßnahmen initiiert werden, um kritischen versorgungspolitischen Entwicklungen entgegenzuwirken und regionalspezifische Herausforderungen zu meistern, wird in diesem Beitrag erörtert.
