Abstract

Zusammenfassung Die Umsetzung des Onlinezugangsgesetzes, das Bund, Länder und Kommunen verpflichtet, bis Ende 2022 ihre Verwaltungsleistungen digital anzubieten, stellt viele Betroffene vor inhaltliche und zeitliche Herausforderungen. Dazu wurden im Rahmen zweier Umfragen der Technischen Hochschule Deggendorf in Niederbayern Schwerpunkte und Reifegrad der kommunalen digitalen Transformation erhoben. Dieser Beitrag stellt zunächst die jüngsten Digitalisierungsbestrebungen der Bayerischen Staatsregierung dar. Es schließen sich Ausführungen zum Fragebogendesign, Stichproben-Sampling und zur deskriptiven Statistik an. Im Wesentlichen werden die Ergebnisse der Umfragewelle 2021 interpretiert, bevor ein Vergleich mit der ersten Umfrage aus 2020 folgt. Der Beitrag schließt mit einem Fazit und Ausblick. Die Ergebnisse zeichnen ein heterogenes und teils alarmierendes Bild. Gerade ländliche Kommunen, in deren Verwaltungen Personal und Fachkräfte fehlen, sind auf externen Beistand angewiesen.
