An Overview on Legislation and Organization of Standardization in China: With Special Reference to Consumer Products

Abstract

This chapter gives an overview on China’s standardization-related laws and regulations, supervisory agencies and other institutions and on the types of Chinese standards. It compares the old (1988) and the new “Standardization Law” of 2018 and gives an insight into the reform process citing relevant regulations starting with the issuance of the “Reform Plan for Deepening Standardization Work” in 2015. It further gives details on the responsibilities of relevant departments and bureaus of the State Administration for Market Regulation and elaborates on the responsibilities of scientific research institutions and associations. With the example of standardization technical committees related to consumer products, and especially the National Consumer Product Safety Standardization Technical Committee it introduces the work of these institutions which support the standardization work of the government. All the materials in this chapter are from official websites.
