Abstract

Zusammenfassung Lange gehörten technische Normen zum Hintergrund-Rauschen in Wirtschaft und Gesellschaft. Ihre Bedeutung für Innovation und Wachstum wurde unterschätzt. Mit der Verbreitung der ISO 9000 Normenfamilie zeigte sich, dass man bei ihrer Definition und auch der Umsetzung unterschiedlicher Meinung sein kann. Normen sind nicht a priori „normal“, es bedarf sog. Normalisierungsdiskurse, die mit Definitionsmacht verbunden sind. Dieser Zusammenhang wurde endgültig klar mit der Transformation zur Dienstleistungs- und Wissensökonomie. Die Struktur ihrer Wertschöpfung beruht auf Subjektivität und Interaktion, während Normen auf Objektivierung zielen. Gegenwärtig verändert die Digitalisierung in rasender Geschwindigkeit nicht nur die Wertschöpfung, sondern auch das gesellschaftliche Leben. Wer dort frühzeitig Normen setzt, verfügt global über irreversible Machtpositionen. Folglich tritt das Normenwesen endgültig aus dem Schatten und wird Gegenstand geopolitischer Diskurse.
