Abstract

Zusammenfassung Die gesetzliche Pflegeversicherung wurde 1995 für alle Bürger verpflichtend als Teilleistungsversicherung eingeführt. Die Versicherungspflicht war folgerichtig, um die Gesellschaft vor Freifahrerverhalten zu schützen. Allerdings hat die Ausgestaltung als Teilleistungsversicherung bei gleichzeitig unzureichender Dynamisierung der Versicherungsleistungen zu einem insbesondere im stationären Bereich immer höheren Eigenanteil der Pflegebedürftigen an den Pflegekosten geführt. Dieser Umstand ist seit einigen Jahren Gegenstand fortlaufender politischer Debatten und Reformbemühungen. Nach einem Problemaufriss wird die aktuelle Debatte eingeordnet und diskutiert, wie in einer alternden Gesellschaft eine absehbar weiter steigende Finanzierungslast aus den Pflegekostenrisiken auf die verschiedenen Akteure (Versicherung, Gesellschaft und Pflegebedürftige) verteilt werden soll. Hierbei spielen unterschiedliche Solidaritätsnormen eine entscheidende Rolle, um die unterschiedlichen Vorstellungen zur Fairness der Lastenverteilung zu verstehen.
