Abstract

Zusammenfassung Haben die wiederkehrenden Krisen den europäischen IntegrationsprozessIntegrationeuropäische gestärkt oder geschwächt? Ist die EU auf dem Weg zu einer „differenzierten IntegrationIntegrationdifferenzierte“ oder zu einer „differenzierten DesintegrationDesintegration“ (Tekin, 2016), wenn nicht überhaupt zur Auflösung? Vom Idealfall der Vollintegration aller Mitgliedsländer, wie ihn die sechs Gründungsstaaten vorsahen und auch selbst vorzeigten, ist man in der Folge rasch abgegangen. In Diskussion ist die Weiterentwicklung zu einem mehrschaligen System mit einem Kerneuropa und umgebenden Ländergruppen, die unterschiedlich eng an den Kern angebunden sind. Ein realistischer, wenn auch nicht idealer Weg führt zu einem System mit konzentrischen Kreisen oder einander überlappenden Clubs. Von einem Minimalkonsens ausgehend hätte dann jedes teilnehmende Land die Möglichkeit, weiteren Integrationsstufen beizutreten (bei hohen Kosten eines Austritts).
