Abstract

Zusammenfassung Die Soziale Marktwirtschaft gilt in Deutschland als wirtschaftspolitisches Leitbild und Teilhabeversprechen gleichermaßen. Dieses Leitbild stellt jedoch kein starres Gebilde dar, sondern ist durch historische Erfahrungen begründet und gewachsen, und es muss heutzutage im Lichte aktueller Entwicklungen und künftiger Herausforderungen betrachtet werden. Der vorliegende Beitrag beschreibt die historische Prägung der deutschen Wirtschaftsordnung und ihren Wandel vom einfachen Zuordnungsregime zum System marktwirtschaftlicher Steuerung, der mit einer Ausdehnung staatlicher Macht durch vielfältige Eingriffe in den Wirtschaftsprozess verbunden ist. Es wird dargelegt, welche Pfadabhängigkeiten und Einflüsse von kulturellen, traditionellen und habituellen Mustern bei der Gestaltung der deutschen Wirtschaftsordnung relevant sind. Dabei wird die Soziale Marktwirtschaft nicht nur als Ausdruck einer gesellschaftlichen Wertebasis beschrieben, sondern auch als ein für Wohlstand und Veränderung sorgender Innovationsmotor sowie als Garant für allokative Effizienz und Chancengleichheit. Neben dieser Darstellung der zugrundeliegenden Historie, Prinzipien und Rolle der deutschen Wirtschaftsordnung beschreibt der Beitrag künftige Aufgaben und Herausforderungen, erweitert hieraus den Kanon ordnungspolitischer Prinzipien und beschreibt die notwendige zeitgemäße Einbettung der Sozialen Marktwirtschaft in demokratische und zivilgesellschaftliche Prozesse.
