Abstract

Zusammenfassung Für den Ausspruch, dass das Internet „für uns alle Neuland“ sei (Kämper, 2013), hat Angela Merkel im Jahr 2013 viel Spott kassiert. Sie machte diese Bemerkung im Zusammenhang mit einer Frage nach der Balance von Freiheit und Sicherheit im Netz, bei der sie darauf hinweisen wollte, dass dieses Abwägungsproblem noch nicht lange existiere und politisch erst bearbeitet werden müsse. Zu der Zeit nutzten bereits drei Viertel aller Deutschen das Internet, fast die Hälfte der Bevölkerung besaß bereits ein Smartphone. Vor diesem Hintergrund bot die Aussage eine Steilvorlage für zahlreiche spöttische MemesMeme in den digitalen Netzwerken. Tatsächlich ist das Internet bei Weitem nicht so neu, wie es einem erscheinen mag, wenn man seine massenmediale Nutzung als Maßstab zugrunde legt. Die technischen Grundlagen und Prototypen des World Wide Web wurden bereits Jahrzehnte vorher entwickelt. Die soziokulturellen Bedingungen, die den Bedarf an digitalen Medien und Kommunikationsmöglichkeiten begründen, entstanden sogar noch früher.
