Abstract

Zusammenfassung EU-geführte Polizeimissionen in Krisengebieten weltweit bieten bereits seit mehr als 19 Jahren ein vielfältiges Betätigungsfeld für deutsche Polizistinnen und Polizisten, sei es im Konzeptionellen, Planerischen oder in der Durchführung der diversen Aufgaben in Brüssel und in Missionsgebieten. Alle diese Tätigkeiten sind sehr anspruchsvoll und bedürfen eines breit gefächerten Kompetenzkatalogs. Dieses Portfolio in ausreichendem Umfang und hoher Qualität zur Verfügung zu stellen, ist in erster Linie Verantwortung der EU-Mitgliedsstaaten, ihrer Sicherheitsbehörden und insbesondere ihrer Polizeien, schlussendlich aber immer auch eine Herausforderung an jeden einzelnen Polizeibeamten, der auf dem „EU-Parkett“ unterwegs ist. Der folgende Beitrag zeigt den aktuellen Entwicklungsstand EU-geführter Polizeimissionen aus politisch-strategischer Sicht auf und gibt Einblicke in die verschiedenen polizeilichen Verwendungen in den Missionen selbst sowie beim Europäischen Auswärtigen Dienst (EAD) in Brüssel, von wo aus die Missionen geplant, gesteuert und unterstützt werden. Aktuelle Probleme und Tendenzen werden kritisch beleuchtet und diskutiert.
