Sicherheit zukunftsfähig gestalten

Abstract

Zusammenfassung Es scheint, als würde die Gewährleistung von SicherheitGewährleistung von Sicherheit nicht nur in der veröffentlichten Meinung der Polizei zugeschrieben; der überwiegende Teil der Bevölkerung dürfte ähnlich denken/empfinden – die Zahl der tatsächlichen SicherheitsakteureSicherheitsakteure ist indes sehr groß und vielfältig. Die Ausprägung von Sicherheit und die zu deren Gewährleistung eingesetzten (auch polizeilichen) Maßnahmen unterliegen dabei offenbar einem breiten Spektrum von ex nunc Beurteilungen. Ist es aber nicht wesentlich sinnvoller, Sicherheit vorzudenkenSicherheit vorzudenken, konsensfähig und verstehbar zu gestalten? Wie und mit welchen Beteiligten kann eine objektiv und subjektiv sichere, lebenswerte und bürgernahe ZivilgesellschaftZivilgesellschaft (fort-) entwickelt werden? Der Beitrag beschreibt Sicherheit als prozesshaften, gesellschaftsabhängigen, variablen Zustand, hinterfragt u. a. Zukunftsstudien, bietet zwei neue Szenarien an und schlussfolgert Denk- und Handlungsangebote mit fünf exemplarischen Beispielen erfolgreichen, zukunftsfähigen Managements von Sicherheitzukunftsfähigen Managements von SicherheitSicherheitSicherheitsgefühlPolizeiPolitikZivilgesellschaftZukunftsfähigkeitSzenario.
