Abstract

Zusammenfassung Die immer weiterwachsende Komplexität in der Informationstechnik stellt die Polizeien der Länder und des Bundes zunehmend vor besondere Herausforderungen. Die größer werdenden Zusammenhänge und Abhängigkeiten innerhalb und außerhalb der Polizeiorganisation führen dazu, dass die IT-Projekt immer anspruchsvoller werden. Neben der Bewältigung der fachlichen und technischen Anforderungen ist die Personalgewinnung für solche IT-Projekte eine Aufgabe, die alle Polizeien vor besondere Herausforderungen stellt. Innerhalb der Polizeiorganisation gibt es aber kaum Experten, die solchen Aufgaben uneingeschränkt gewachsen sind, denn die technischen Anforderungen und Lösungsfindungen sind von einer immer schwerer beherrschbaren Komplexität geprägt. Somit steigt die Abhängigkeit von externen Beratern, deren Neutralität nicht immer gegeben ist. Zudem stellt sich die Frage, wer dann die strategische Steuerung im Projekt innehat.
