Abstract

Zusammenfassung Der Beitrag beschreibt aus Sicht des Polizeiführers einen der größten Einsatzkomplexe sexualisierter Gewalt gegen Kinder in der Geschichte der Bundesrepublik Deutschland. Der Paradigmenwechsel in der Bearbeitung des Kindesmissbrauchs – die konsequente Ausrichtung am Grundsatz der Gefahrenabwehr vor der Strafverfolgung – wurde im laufenden Einsatz weiterentwickelt. Dabei werden alle Ressourcen so priorisiert, dass die Identifizierung und Befreiung von Opfern in den Vordergrund gestellt wird. Die Bearbeitung von netzkonnexem Kindesmissbrauch erfordert die konsequente Fortschreibung von Standards zur Bekämpfung von Missbrauchsabbildungen und Kindesmissbrauch sowie die Nutzung und die Weiterentwicklung von modernster Technik, einschließlich Künstlicher Intelligenz. Der Einsatz von verdeckten Ermittlungsmaßnahmen in der Cybercrimebekämpfung ist dabei erfolgskritisch.
