Abstract

Zusammenfassung In den vergangenen drei Jahrzehnten haben sich auch in Deutschland kriminelle Strukturen von Angehörigen ethnisch abgeschotteter Subkulturen entwickelt, aus denen heraus Rechtsbrüche in erheblichem Umfang begangen werden. Diese häufig unter dem Begriff ClankriminalitätClankriminalität subsumierten Rechtsverstöße berühren eine Vielzahl von Rechtsgebieten. Neben Straftaten gemäß den Bestimmungen des Strafgesetzbuches stehen unter anderem Verstöße gegen das Betäubungsmittelrecht, Verkehrsrecht, Steuerstrafrecht, Gewerberecht und die Sozialgesetzgebung im Vordergrund. Der Clankriminalität wirksam zu begegnen bedarf insoweit eines behördenübergreifenden, präventiven und repressiven Vorgehens. Der Beitrag stellt das hierzu in Nordrhein-Westfalen entwickelte Modell der „SicherheitskooperationSicherheitskooperation Ruhr zur Bekämpfung der Clankriminalität“ vor und gibt einen Überblick zur Clankriminalität und den damit verbundenen Herausforderungen für die Gesellschaft.
