Korruptionsbekämpfung durch Stärkung von Anstand, Transparenz und Kontrolle

Abstract

Zusammenfassung Korruption ist ein Macht- und Kontrolldelikt und Teil der Wirtschaftskriminalität. Früher als Kavaliersdelikt belächelt, muss Organisationen und ihren Verantwortlichen heute klar sein: Die Kosten-, Haftungs- und negativen Imagefolgen für Führungskräfte, Mitarbeiter und ganze Organisationen sind heute weder kalkulier- noch verantwortbar. Jüngste Beispiele zeigen, dass Korruption, ja auch schon der Korruptionsvorwurf, unweigerlich zu erheblichen persönlichen Nachteilen, Imageschäden für die Organisation und einem Vertrauensverlust in der Bevölkerung führen. Der Beitrag stellt den Umfang und die Rahmenbedingungen von Korruption dar und entwickelt zeitgemäße Lösungen zur Korruptionsprävention und Korruptionskontrolle. Die Stärkung von Anstand, die Schaffung von Transparenz, eine „zero-tolerance-Strategie“ und eine effektive Kontrolle in der Organisation selbst sowie eine Intensivierung von Prävention und Repression seitens der Ermittlungsbehörden sind dabei erfolgskritisch.
