Abstract

Zusammenfassung Personalmangel, Digitalisierung, föderale Zusammenarbeit – die Herausforderungen der modernen Polizeiarbeit sind fortwährend hoch. Vielfältige Veränderungen erzeugen einen immer wiederkehrenden Anpassungsbedarf innerhalb der polizeilichen strategischen Ausrichtung. In diesem Kontext kommt zunehmend externe Expertise zum Einsatz, durchaus unter den kritischen Augen von Politik und Öffentlichkeit. Der vorliegende Beitrag stellt die Frage, was eine solche externe Unterstützung leisten sollte und wie diese einen entscheidenden Beitrag geben kann, die strategischen Vorhaben der deutschen Polizei erfolgreich zu machen. Gleichzeitig wird die Frage gestellt, welche Voraussetzungen auf Seiten der Polizei zu schaffen sind, um eine erfolgreiche und zielorientierte Zusammenarbeit zu gewährleisten.
