Abstract

Zusammenfassung Im Jahr 2012 hat die Polizei Niedersachsen nach langjähriger Fokussierung auf Kennzahlen mit der Strategie 2020 einen neuen Weg eingeschlagen. Auf Basis eines nach wissenschaftlichen Standards sowie unter breiter Beteiligung der Mitarbeitenden und mit externer Beratung angelegten Prozesses, hat sie mit einer fundierten und nachhaltigen Zukunftsperspektive die Herausforderungen der folgenden sieben Jahre angenommen. Ab dem 2018 wurden die nachweislich wirksamen Ansätze und Methoden in der Strategie 2027 fortgeführt und auf Grundlage von Prozess- und Wirkungsevaluation weiter verbessert. Der Beitrag beschreibt die Entstehung, einige methodische Kernelemente und bisher wesentliche Lehren aus dem agilen und partizipativen Strategieprozess.
