Abstract

Zusammenfassung Im Jahre 2005 hat die Polizei des Landes Nordrhein-Westfalen ihre Steuerung und Führung neu ausgerichtet. Dazu wurde die Eigenverantwortung der Kreispolizeibehörden für die Sicherheit ihres jeweiligen Polizeibezirks gestärkt und eine Systematik eingeführt, die einen fortlaufenden Steuerungskreislauf gewährleistet. Eine eingehende Analyse der örtlichen Sicherheitslage in den Feldern Gefahrenabwehr/Einsatzbewältigung, Kriminalitätsbekämpfung, Verkehr und Zentrale Aufgaben identifiziert wesentliche Handlungsfelder. Mit Hilfe von Ursache-Wirkungsannahmen werden die konkreten polizeilichen Maßnahmen definiert. Die über Fachstrategien anhand steuerungsrelevanter Kennzahlen abzubildenden und konkret erreichten Ergebnisse werden in einer jährlichen Sicherheitsbilanz dargestellt. Diese Kennzahlen lassen sich im Wege eines Best-Practice-Ansatzes vergleichend betrachten, Vergleichsgruppen erleichtern das Benchmarking. Durch diesen jährlichen Kreislauf schließt sich so der PDCA-Zyklus einer lernenden Organisation. Wer aufhört, besser zu werden, hat aufgehört, gut zu sein. (Philip Rosenthal)
