Abstract

Zusammenfassung Der Begriff der Strategie ist in der Polizei etabliert und akzeptiert. Schwierig wird es in der Praxis, wenn aufgrund neuer Herausforderungen neue Strategien entwickelt und erfolgreich umgesetzt werden sollen. Allzu oft treffen unterschiedliche Annahmen über die Wirklichkeit aufeinander, ohne dass dies den handelnden Akteuren bewusst ist. Der Beitrag zeigt die Grenze des klassisch-rationalistischen Paradigmas auf und hebt praxisorientiert die Vorteile des verständnisorientierten Ansatzes hervor. Dabei wird die begrenzte Macht und Wirksamkeit „einsamer Entscheidungen“ oder verordneter Richtungsentscheidungen belegt. Demgegenüber werden Sensibilität, Flexibilität und die Gestaltung sozialer Beziehungen als Voraussetzung und notwendige Bestandteile erfolgreichen strategischen Managements beschrieben.
