Abstract

Zusammenfassung Das Gewaltmonopol des StaatesGewaltmonopol des Staates (vgl. Art. 20 GG) definiert, dass ausschließlich staatliche Organe legitimiert sind, physische Gewalt anzuwenden, um Recht und Ordnung zu verteidigen. Damit verbunden sind häufig Konflikte, bei denen Amtsträger selbst Opfer von verbalen oder körperlichen Aggressionen werden, ohne dass sie selbst Gewalt anwenden. Solche Situationen gehören für viele öffentlich Bedienstete zum Alltag. Das darf jedoch keine Begründung dafür sein, diese Angriffe einfach hinzunehmen. Jede Person, die in Ausübung des Dienstes für die Allgemeinheit angefeindet, angegriffen oder sogar verletzt wird, muss mit Unterstützung durch Vorgesetzte das Recht einfordern, dass Tatverdächtige ermittelt und zur Rechenschaft gezogen werden. Viel ist schon getan worden, um die Situation für Betroffene zu verbessern, viel ist aber auch noch nötig. Unter anderem könnte eine verbesserte ZusammenarbeitZusammenarbeit von Polizei und Justiz weitere Erfolge erzielen.
