Abstract

Zusammenfassung „Blackout“ ist ein Szenario, welches in der Bundesrepublik Deutschland bislang unvorstellbar war. Cyberangriffe auf das Lukas-Krankenhaus in Neuss 2016 oder auf die Uniklinik Düsseldorf 2020 zeigen jedoch, wie schnell die Versorgung mit lebenswichtigen Dienstleistungen und Gütern erheblich beeinträchtigt werden kann. Mittlerweile hat sich nicht nur Kleinkriminalität in den Cyberraum verlagert, sondern auch organisierte Kriminalität. Neben diesen Bedrohungen steigt ebenso die Sorge vor CyberspionageCyberspionage mit dem Fokus auf die deutsche Politik und Wirtschaft, welches bei der Bundestagswahl 2021 und Entwicklung von Impfstoffen prävalent geworden ist. Unklare und fehlende Zuständigkeiten, aber auch mangelnde Ausschöpfung von Potenzialen der Länderpolizeien, erschweren die Bekämpfung von Cyberangriffen. Die Polizei als solches kann alleine nicht für die Cybersicherheit in Deutschland garantieren. Umso wichtiger ist der Blick über Behörden- und Bundesländergrenzen hinaus. Nur eine Zusammenarbeit in vertikaler und horizontaler Hinsicht von Sicherheitsbehörden kann die Cybersicherheit in der Bundesrepublik Deutschland gewährleisten.
