Abstract

Zusammenfassung Die Vermögensbildungspolitik in der Bundesrepublik Deutschland reicht zurück bis in die 1950er Jahre. Die Begründungskontexte sind seither gleich geblieben: Der Anteil der Bevölkerung am Produktivkapital der Wirtschaft ist zu gering und muss aus gesamtwirtschaftlichen und vermögenspolitischen Erwägungen erhöht werden. Die zunächst debattierte Mitarbeiterbeteiligung ist in den späten 1950er Jahren durch eine Vermögensbildungspolitik ersetzt worden; Ansätze der Mitarbeiterbeteiligung wurden eher stiefmütterlich behandelt. Im Ergebnis ist die Vermögensverteilung in Deutschland heute relativ ungleich, und auch der Besitz des Produktivkapitals ist hoch konzentriert. Ursache hierfür sind einerseits allzu zögerliche Schritte des Gesetzgebers, aber auch kulturell bedingte Vorbehalte gegen einen Ausbau der Mitarbeiterbeteiligung.
