Abstract

Zusammenfassung Es wird untersucht, welche Begründungen für welche Art der Wirtschaftsförderung sich in gängigen regionalwirtschaftlichen Theorien finden. Anschließend wird auf deren Bedeutung für die Reformdiskussion in der Wirtschaftsförderung eingegangen. Es wird dafür plädiert, Wirtschaftsförderung zu dezentralisieren und denen zu überlassen, die über spezifisches Wissen um die besonderen Umstände von Ort und Zeit verfügen. In der regionalen Wirtschaftspolitik gilt es Abschied zu nehmen von der Vorstellung, sie solle für eine Entballung wirtschaftlicher Aktivität sorgen und könne Unterschiede in der räumlichen Entwicklung nivellieren. Effizienzgesichtspunkte sprechen vielmehr für eine Konzentration auf Agglomerationen, in denen sich positive externe Effekte des Wissens und des Humankapitals nutzen lassen.
