Abstract

Zusammenfassung Schlussfolgerungen – Hindernisse: In mehreren Handlungsfeldern haben die politisch-historischen Prozesse der letzten Jahrzehnte erhebliche Hypotheken hinterlassen, die neuen wirksameren Lösungen im Wege stehen. Die Grenzen der Legitimierbarkeit analoger, restriktiver Interventionen, die ideologische Beschränkung des Lösungsraums, die Zuspitzung und Verengung auf einzelne Instrumente, aber auch die gemessen an der technologischen Entwicklung zu niedrige Geschwindigkeit des politischen „Designprozesses“ erfordern die Überprüfung des eigenen Handelns von allen am politischen Prozess Beteiligten. Und sie verlangen die Öffnung der Debatte für Innovationen im politisch-institutionellen Bereich, aber auch bei der Weiterentwicklung des administrativ-regulatorischen Werkzeugkastens.
