Abstract

Zusammenfassung Politische Handlungsfelder - Digitalisierung: Digitale Technologien und auf ihnen aufbauende Geschäftsmodelle verändern das Automobil von außen. Es wird zum Marktplatz für digitale Dienstleistungen, der Betrieb von Autos wird zugleich um Dienstleistungsoptionen jenseits von Taxi, Mietwagen und öffentlichem Verkehr erweitert. Und die Ersetzung des Fahrers als alleinigem Entscheidungsträger für das Wo? Wohin? Wann? Wie schnell? des Autofahrens wird zur Option. Alle drei Momente erfordern politische Gestaltung, die von der rechtlichen Ermöglichung neuer technischer Optionen bis hin zur Regulierung des Verkehrs mit völlig neuen Managementoptionen reicht. Dazu gehört eine Marktordnungspolitik mit Rechten und Pflichten etablierter und neuer Akteure am Markt, aber auch die Regelung der Zugriffsrechte auf die in Fahrzeugen erzeugten Daten. Schließlich wird Politik darüber entscheiden, ob das „autonome“ Fahren letztlich faktische „Fernsteuerung“ bedeuten wird. Vieles spricht dafür, dass China in diesem Handlungsfeld ein mindestens so starker Treiber sein wird wie die US-Industrie. Zugleich wird für Europa die Rolle als Austragungsort eines amerikanisch-chinesischen Technologie- und Systemwettbewerbs erstmals in der automobilen Geschichte zu einem realen Szenario - ungeachtet der politischen Beschwörung „digitaler Souveränität“.
