Politischer Einfluss durch Kommunikation: Public Affairs in Europa

Abstract

Zusammenfassung Strategische Kommunikationsmechanismen wie Framing, Storytelling oder Argumentation spielen in der politischen Einflussnahme auf die Europäische Union (EU) eine entscheidende Rolle. Public-Affairs-Manager in Unternehmen, Nichtregierungsorganisationen, Gewerkschaften, Branchenverbänden oder Beratungen sind einerseits strategische Kommunikatoren, die verschiedene Issue Arenen im Blick behalten. Andererseits verlangt Public Affairs auch nach der Kenntnis des politischen Systems und seiner Funktionsweise. Dieser Beitrag bringt beides übereinander, indem er Public Affairs aus einer strategischen Kommunikationsbrille betrachtet und die Institutionenlogik der EU näher erläutert, um dann auf einzelne Werkzeuge der Public-Affairs-„Toolbox“ einzugehen und diese anhand verschiedener Fälle beleuchtet. Die heiß debattierte Lebensmittelampel dient als Beispiel, um Framing- und Argumentationsmechanismen im klassischen Lobbying zu betrachten und Public-Affairs-Taktiken via Wissenschaft und Think Tanks anhand des Storytelling-Ansatz zu erläutern. Am direktdemokratischen Instrument der Europäischen Bürgerinitiative wird aufgezeigt, wie sowohl Grassroots als auch Astroturf Lobbying wirken. Basierend auf der Entscheidung zur Lizenzverlängerung des Pflanzenschutzmittels Glyphosat wird die entscheidende Rolle der Medien näher beschrieben. Das Fazit thematisiert die fehlende Akzeptanz von Public-Affairs-Aktivitäten in der Bevölkerung und geht auf Lösungsansätze ein.
