Abstract

Zusammenfassung Die Kommunalwirtschaft in Deutschland erbringt ihre Leistungen inzwischen fast ausschließlich (bis auf die Wasserwirtschaft) unter Wettbewerbsbedingungen. Dennoch agiert sie im grundlegenden Gegensatz zur Privatwirtschaft nicht nach dem dort weitgehend geltenden Prinzip der Gewinnmaximierung um jeden Preis. Zentrales Ziel der wirtschaftlichen Betätigung ist die Daseinsvorsorge, also die Nutzenstiftung. Die ostdeutschen Sparkassen haben dieses Prinzip im Jahr 1999 prägnant wie folgt formuliert.
