Abstract

Zusammenfassung Fragen der Finanzierung von Sozialversicherungssystemen sind in der öffentlichen Diskussion meist kein besonders breit behandeltes Thema. Lediglich im Zusammenhang von grundlegenden Reformen (wie bei der Rentenreform 1992) oder bei der Neueinführung von Leistungssystemen (wie bei der kürzlich beschlossenen Pflegeversicherung) spielen sie eine gewisse Rolle, werden von politischen und populistischen Überlegungen aber meist in den Hintergrund verwiesen. In der Regel konzentrieren sich alle Überlegungen und Anstrengungen auf die Feststellung des Bedarfs und seiner möglichst gerechten, sozialen Deckung, weniger auf die Aufkommens- oder Beitragsseite, für die man jahrzehntelang nicht nur in Deutschland quasi unbegrenzte Steigerungsmöglichkeiten unterstellte und ausschöpfte.
